The High Commissioner for Human Rights calls on countries to overcome differences
High Commissioner for Human Rights Navi Pillay called on States members of the UN to overcome their differences and unite efforts to tackle racism and xenophobia, according to a statement released Tuesday by the High Commissioner for Human Rights.
In a report issued Monday, the High Commissioner has made a series of proposals and recommendations in preparation for the conference Durban Review Conference (anti-racism) scheduled for 20-24 April in Geneva. This conference aims to assess the implementation of the Program of Action agreed at the 2001 World Conference against Racism held in Durban in South Africa.
Although government officials to prepare the Review Conference have made all their decisions by consensus, some of the terms proposed for a draft final document of Conference has been controversial because of his criticism of Israeli policy in Occupied Palestinian Territories.
The High Commissioner, who is Secretary General of the Review Conference, appealed to governments not to allow a single issue to dominate discussions of vital importance for human dignity.
“I appeal to all to support the objectives agreed by consensus to the Review Conference in Durban, and to reflect their importance to the millions of victims worldwide,” she said.
Pillay has proposed holding a series of expert workshops to assist governments to find common ground on the issue of defamation of religions.
Several Islamic countries have proposed a text that limits what they describe as the defamation of religions, but Western countries have expressed their difficulty to accept because of the potential negative impact on freedom of expression.
“to find common ground, we need to work together in good faith with an open and constructive,” said Pillay’s report.
Pillay describes some of the challenges in the implementation of the Durban Declaration and Program of Action adopted at the 2001 World Conference against Racism.
She said the slow progress on eradicating extreme poverty and hunger, with the global financial crisis, food crisis and climate change have a disproportionate impact on those most vulnerable and impede progress in the fight against racism, racial discrimination, xenophobia and intolerance.
Globalization and migration have made companies more diverse and multicultural, but migrants have become vulnerable to racism and are often perceived as competitors for scarce resources, “she said.
