China pledges to boost employment in 2009
Given the global wave of layoffs, China put in place measures to minimize job cuts and pledged to increase employment this year.
The financial crisis continues to affect the fourth largest economy and many companies have been forced to reduce their staff.
The following provinces are many areas in China who tried to stabilize the labor market.
The Yangtze River Delta, an important manufacturing center in China was against all odds, seriously affected by the crisis. The vacancies in the manufacturing sector accounted for only 41.43% of total posts in Zhejiang province (east) in the third quarter, the lowest level for many years.
The same situation existed in Jiangsu province (east), where vacancies in the manufacturing sector accounted for only 50.15% of the total, a decrease of 4.16% over the second quarter.
To help regions cope with the global financial crisis, the Yangtze Delta has implemented a system to monitor the employment situation. Currently, six cities, including Nanjing, Hangzhou and Ningbo, has been selected as pilot cities.
The system allows local labor offices and social security to collect information on the employment situation, including possible reductions in staff and new hires planned.
Zhejiang Province plans to generalize the system in eleven cities this year.
Shanghai has launched a series of programs to provide grants for new graduates and rural workers for the benefit of their professional training. On 30 December, the first aid center for employment has been established in Shanghai to help new graduates get internships.
The Shanghai government has also encouraged the creation of companies to increase jobs. The city has called for limiting the unemployment rate to 4.5%.
The Qinghai province (north-west) has suffered a decline of the coal and steel.
To address this slowdown, the province developed a policy to provide training to employees made redundant by companies forced to close or bankrupt. The grant funds for employment and the Finance Department will provide grants for training of 1.5 yuan ($ 0.22) per hour.
